Bayview Weir Concrete Repairs

The City of Alameda (“City”) will accept sealed bids for its Bayview Weir Concrete Repairs Project (“Project”), by or before Monday, January 24, 2022 at 2:30p.m., at the City’s Public Works Office, located at 950 W Mall Square, Suite 110, Alameda, CA 94501 at which time the bids will be publicly opened. No bids will be accepted unless submitted on the Bid Proposal and Schedule form provided in the Project Manual.

The Project includes, but is not limited to, performing the following Work: Furnishing all labor, tools, equipment, materials, except as herein specified; and doing all work associated with repairing the Bayview Weir structure. This shall include removing unsound concrete and repairing spalled surface concrete area, repairing cracks in concrete by epoxy injection, removing chain-link fence between water level and walkway and construct new vinylcoated fencing, repairing spalled concrete in walkway, and retrofit 11 columns by installing glass fiber reinforced polymer; including mobilization, demobilization, Water Pollution Control Plan (WPCP), traffic controls, debris and pollutant containment, permits, clean-up and all other associated work to complete the project at the locations designated in the plans.

This work will be done during the annual lowering of the lagoon system for maintenance work. Even so, lagoon water is still present around the weir structure. The weir column repair work and other associated work will be occurring directly adjacent to and over the lagoon waters, which are an aesthetic, recreational, and wildlife habitat highly valued by the City of Alameda. Therefore, the WPCP shall include provisions to prevent site-generated debris from affecting the surrounding lagoon waters and downstream habitat quality. Debris includes chipped concrete, dust, other site pollutants, and dewatering waters from inside the work area that may become contaminated due to pollutant contact from work activities inside the weir. Dewatering pumps used must be either electric or low decibel rated gas powered (pumps subject to City approval) as multiple homes surround the weir and sound carries across the lagoons.

Note the easement pathway from street to weir is narrow (8 ft at narrowest) and inaccessible by vehicle traffic. There is a narrow catwalk that must be crossed to access the weir from the pathway which is only 4 feet wide, visible in the photos in Attachment E. No parking signs will be supplied to contractor by Public Works to park on street.

There will be a mandatory prebid meeting for this Project on Thursday, January 13, 2022 at 11:00a.m., at 2811 Bayview Drive, Alameda, CA 94501.
