Clement Avenue

The City Council approved the final design plan for the Clement Avenue Safety Improvement Project on Tuesday, July 7, 2020, which includes two travel lanes for automobiles and trucks, a two-way bikeway on the north side of the street, parking on the south side of the street and intermittent parking on the north side of the street. Environmental clearance was completed in 2021 and design was completed in summer 2023. Construction is expected to begin in late-2023.

Background

In April 2017, the Alameda County Transportation Commission awarded a grant to the City of Alameda for $5 million to improve Clement Avenue. Improvements include the removal of the abandoned railroad tracks, installing a bikeway and enhancing pedestrian access. This project will construct a portion of the Cross Alameda Trail while ensuring that this designated truck route is in a good state of repair and maintaining truck access. Clement Avenue is the main thoroughfare in the Northern Waterfront priority development area and is a gateway to Oakland, Fruitvale BART and beyond. This project consists of a bikeway, curb extensions, sidewalk/curb ramp improvements and railroad track removal.

This corridor improvement project is funded by Measures B/BB, which are Alameda County's transportation sales tax measures, and a federal grant.

Details

Clement Avenue is mainly 48 feet wide with two motor vehicle travel lanes and on-street parking. Improvement concepts along this corridor were developed with community input. The concept proposal goals include to:

Provide safer bicycling and walking
Reduce speeding
Complete Cross Alameda Trail
Improve public access to the estuary/bay
Revitalize waterfront
Maintain truck access
Remove abandoned railroad tracks
Minimize parking loss

2005

July: City Council approved the Cross Alameda Trail Feasibility Study(PDF, 4MB), which includes the Clement Avenue corridor.

2009

January: City Council approved the Transportation Element of the General Plan policy that directs staff to "Pursue opportunities to utilize the corridor of the former Alameda Belt Line railroad for transit, bicycle and pedestrian transportation."

2010

March: City acquired the former railroad property - Alameda Beltline.
November: City prioritized the project as a high-priority project in the City's Bicycle Master Plan Update(PDF, 7MB) .

2012

October: Alameda County Transportation Commission (Alameda CTC) included the project in the Countywide Bicycle and Pedestrian Plans as part of the Bicycle Vision Network.

2013

May: City applied for a federal grant that included the planning, design and construction of the Clement Avenue complete street. (unsuccessful grant)
September: City staff submitted a Sustainable Communities Technical Assistance Program (SC-TAP) grant to the Alameda CTC to fund the outreach and concept for the corridor.

2014

January: Alameda CTC selected the outreach/concept study for funding totaling $125,000.
April: City applied for a federal grant that included the design and construction of the Clement Avenue complete street. (unsuccessful grant)
May: Finalized funding agreement between Alameda CTC and the City of Alameda for the outreach/concept study.
September: Selected Kittelson & Associates, Inc. as consultant for the outreach/concept proposal.
November: Project kick-off for the concept phase

October: Earliest start date for federal funding and this next stage of the project to complete outreach, project approvals and environmental review

2020
