Cap-Emmitt.jpeg Under the command of Captain Jeff Emmitt, the Police Department’s Bureau of Services is responsible for Technical Services and Administrative Services.

Technical Services provides the residents of Alameda an interface with the police department whether you contact us by phone, in person, via mail, email, or any social media (Facebook, Twitter, Nixle). Technical services may have your property, a copy of a crime report, or may be able to provide specific data relative to your neighborhood or work area.

Administrative Services is composed of three areas.  Crime Prevention helps coordinate events within the City, the Citizen Police Academy, the Volunteer program, and neighborhood/business watch. Inspectional Services, or "Internal Affairs", is the point of contact when people have concerns they would like to raise about APD. Personnel and Training is the point of contact for those who are interested in potential employment at APD.

Records personnel respond to requests for copies of police reports and other official documents received from private citizens, insurance companies, and public agencies.

The Alameda Police Department’s Property and Evidence Bureau is responsible for all items that are collected as evidence or seized property.  When property is collected or turned it, the item is inventoried and categorized using a bar-code system that is similar to those found in grocery stores.  Once collected, the item is secured and tracked until such time the item is needed for court, is returned to the rightful owner, or is destroyed. 

The Alameda Police Communications Section, better known as Dispatch, is staffed 24-hours a day and is often the first point of contact for a community member in need of emergency assistance. 

Dispatch handles all police-related calls and our computerized telephone system enables us to communicate directly with the hearing or speech impaired. The Communications Section receives approximately 185 calls for police services per day.  We also route approximately 400 calls for Fire services each month to the Alameda County Emergency Communications Center. These include calls requiring fire engines or trucks, as well as ambulance responses.

In addition to dispatching, the Communications Center make entries into state and nationwide computer systems for stolen property, missing persons, runaway juveniles, stolen cars, etc. We also maintain permanent and temporary restraining order files for people who live or work in Alameda.

The Crime Prevention unit or "Community Oriented Policing and Problem Solving" (COPPS) is responsible for coordinating Neighborhood Watch, Business Watch, Citizen's Academy, Alameda Bike Safety, Community Outreach, APD's social media, (Facebook, NIXLE, Twitter, Instagram), We S.E.E. program, and has been specially trained in Crime Prevention Through Environmental Design (CPTED).

Crime Prevention Programs & Tips

The Sergeant in the Inspectional Services Section/Internal Affairs is responsible for objectively reviews the Department's operations, policies, practices and units for efficiency, effectiveness and regulatory compliance. Inspectional Services conducts Staff inspections to identify opportunities for improvement in various operations and functions within the Department. Evaluates unit policies and procedures to ensure quality job performance and professional standards.

One of the ways job performance is evaluated is by citizen surveys that are mailed to citizens who have been victimized by crime or had other reason to contact members of the Department. The survey addresses the job effectiveness from the complaint taker, or Dispatcher, to the performance of the investigating Patrol Officer, to the follow-up investigation of the Investigations Division. The Department regularly receives overall excellent evaluations from the community.

The Alameda Police Department investigates all complaints of misconduct or alleged misconduct of its members as required by law. A complaint can be received at any time at the Department. The complainant will first be referred to the employees' immediate supervisor or the Duty Sergeant or Watch Commander.

The Inspectional Services Section investigates specified complaints concerning alleged criminal misconduct, civil rights violations or discrimination, excessive force and complaints affecting the integrity of the Department and its members.

Upon completion of the investigation, it is reviewed by the Chief of Police for final disposition and discipline if the complaint is sustained. The complainant will be notified as to the outcome and finding of the investigation.
