Water Quality and Flood Protection Fee – Method of Collection

Following a ballot proceeding where the property owners of the City of Alameda approved the Water Quality and Flood Protection Fee, the City Council elected, pursuant to California Health and Safety Code Section 5473, to collect those fees through the property tax bills. In accordance with California Health and Safety Code Sections 5473a and 5473.1, the City is required to conduct a public hearing each year in which the City wishes to collect the fees through the tax bills. Because this is the initial year for the Water Quality and Flood Protection Fee to be collected on the property tax bills, notice of the public hearing must be made by direct mail (this letter).

The Public Hearing will be held on July 21, 2020.  Due to the ongoing COVID-19 pandemic, the manner in which City Council meetings are conducted has changed, so please check the City Clerk’s website after July 9, 2020 to confirm if the City Council meeting will be available in person or via teleconference: https://www.alamedaca.gov/GOVERNMENT/Agendas-Minutes-Announcements.

Right to Protest Method of Collection

Any owner of a parcel of real property subject to the Water Quality and Flood Protection Fee may object to having this fee collected through the property tax bill system by filing with the City Clerk a written protest containing a legible signature of the property owner and identifying the parcel by address or assessor’s parcel number.  Written protests can be mailed in advance of the public hearing to the City Clerks’ office: 2263 Santa Clara, Alameda CA 94501. Please contact the City Clerk’s office for information regarding written protests delivered in person prior to the July 21 Public Hearing. If the City Clerk does not receive written protests from the owners of a majority of properties regarding the collection method of this fee before the close of the public hearing, the City Council may authorize the collection of the Water Quality and Flood Protection Fee through the property tax bill system
