Willie Stargell Complete Street Corridor

New! The Stargell Ave project concept plan, shown here(PDF, 5MB),was endorsed by City Council on April 15, 2024.

The concept plan includes the following elements:

  • Roundabouts at Stargell/5th St and Stargell/Mariner Square Loop, with only the 5th St roundabout prioritized for near-term implementation, with quick build materials
  • Bus stops between Main St and Fifth St for a re-routed Line 19 bus (to begin service in August 2025)
  • Walking and biking safety improvements between Main St and Mariner Square Loop 

The Willie Stargell Avenue Complete Street project will construct safety and transit improvements between Main St and Mariner Square Loop, by improving school crossings, slowing traffic, improving the safety of major intersections, greening the street and adding new bus stops for the Line 19 bus that will be re-routed to Stargell Ave in August 2025. The first phase of the project, from Main Street to 5th Street, moved into preliminary engineering in Summer 2025.

Concept plan

Project components include:

  • Construction of separate walking and bicycling paths in the un-used, city-owned, right of way to the north of Stargell Ave
  • Traffic calming features to slow speeding traffic along Stargell Ave

  • Safety improvements at school crossings at Mosely Ave and Coral Sea St

  • Upgrades at the offset Stargell/5th St intersection  

  • Eastbound separated bike lanes from Mariner Square Loop to 5th St

  • A seamless connection to the existing pathway at Bette St

  • New bus stops to serve a re-routed bus Line 19, per AC Transit's Realign planning effort, completed in October 2024, and to take effect in August 2025.
  • Roundabouts at 5th St & Stargell and at Mariner Square Loop & Stargell, to improve safety for all roadways users and reduce conflicts.
    • Why roundabouts? They reduce the types of crashes where people are seriously hurt or killed by up to 78 percent when compared to signalized intersections. Roundabouts result in lower vehicle speeds around the roundabout. Crashes that occur will be less severe because of this reduced speed and the more “sideswipe” nature of crashes. Pedestrians are generally safer at roundabouts, and are faced with simpler decisions at a time. Find much more info on the City's Transportation web page, under "Planning Efforts." 

The Stargell Complete Street corridor consists of two project phases. Phase 1 extends from Main Street to mid-block between 5th Street and Mariner Square Loop. Phase 2 adds the roundabout at Mariner Square Loop.

Planning

  • 2020-2024: Community outreach, concept development, and funding applications
  • Spring 2025: Concept plan approved at City Council

Phase 1 Schedule: Main Street to 5th Street

  • 2025-2026: Preliminary design engineering and environmental
  • 2026-2027: Plans, specifications, and engineering (PS&E)
  • 2027-2028: Construction

Phase 2 Schedule: Pending Funding

City is has secured funding for design and engineering still seeking additional construction funding for this project. 

2022: Council accepted 2022 Grant Priorities list, which included Stargell project, as part of the Annual Transportation ReportCity applied for state and regional ATP Cycle 6 grant funding, but was unsuccessful.

2024: City applied for state and regional ATP Cycle 7 grant funding, at the encouragement of grant funders. City applied for additional grants from MTC and Alameda CTC.

2025: City received awards for four grants, including ATP Cycle 7 regional funds, RM3 Safe Routes to Transit and Bay Trail, MTC Active Transportation Design Technical Assistance, and Alameda CTC's Capital Improvement Program. The design and engineering phases are fully funded, and staff continue to pursue additional funds for construction.
