New Annual General Adjustment in Effect September 2021

Pursuant to Alameda Municipal Code Section 6-58.60 (B), the Annual General Adjustment for September 1, 2021, through August 31, 2022, is 2.7% based on 70% of the percentage change in the Consumer Price Index for the 12-month period ending April 2021.
Please note that a freeze on rent increases for units subject to rent control remains in effect. See below for more information.
The Annual General Adjustment is a cap on the allowed amount of annual rent increase. It applies to all residential units at multi-unit properties (properties with two or more units on a legal lot of record) in the City of Alameda for which a certificate of occupancy was issued before February 1995.
While the new Annual General Adjustment becomes effective on September 1, 2021, the freeze on rent increases may still be in effect at that time. The City Council adopted an
urgency ordinance
in response to the COVID-19 pandemic in April 2020 and extended the ordinance's moratorium on rent increases in December 2020. The moratorium prohibits landlords from increasing rent on units subject to rent control until 60 days after the rescission of the declaration of local emergency. Once the emergency declaration has been rescinded, landlords should carefully review
COVID-19 Urgency Ordinance Regulation 20-02
before imposing a rent increase. This document contains important information about the regulation of rent increases following the expiration of the rent freeze and provides several examples of how landlords will be permitted to increase rents.
