The City of Alameda (City) invites proposals from qualified firms to propose unarmed security services operations at the Harbor Bay Ferry Terminal, Seaplane Lagoon Ferry Terminal and Main Street Ferry Terminal lots. The contract term will be 5 years.
Proposers shall read the information contained in this Request for Proposal (RFP) to understand how to submit the proposal, what documents must accompany the proposal and what legal obligations apply when the Proposer submits a proposal. Any Proposer that wishes to be considered for this work must submit the information requested in this RFP and if invited, participate in an evaluation interview panel.
The City owns and maintains three parking lots at three ferry terminals:
Alameda Seaplane: 1701 Ferry Point Road, Alameda
Harbor Bay: 215 Adelphian Way, Alameda, CA 94502
Main Street Alameda: 2990 Main St., Alameda
The City is responsible for the landside assets at the ferry terminals and San Francisco Bay Ferry for the waterside assets. The City will start charging for parking at Harbor Bay and Alameda Seaplane and as part of that launch, will also begin providing parking lot security services.
Starting April 15, the City is seeking a designated security guard at Harbor Bay for 8 hours per day, Monday through Friday. Specific hours will be determined with the awarded vendor.
Starting July 1, the City is seeking a designated security guard for 8 hours per day, Monday through Friday, that will be at both Alameda Seaplane and Main Street Alameda. The security guard must have a vehicle for this assignment. Specific hours will be determined with the awarded vendor.
Proposers shall submit a Portable Document File (PDF) of the proposal to the email listed below. The email subject line must bear the caption “Proposal for City of Alameda-Unarmed Security Services at Ferry Terminal Lots”. Proposals shall be submitted to:

Proposals may be submitted by email and must be received by 2:00 PM on February 27, 2025. Late proposals will not be considered. The City assumes no responsibility for delays caused by delivery service. Any Proposal received prior to February 24, 2025 at 2 PM may be modified by written addendum or withdrawn by written request from the Proposer to the City up to the official time when all proposals are due. Section VI contains a complete list of proposal requirements.

The City will gather al questions and answers submitted throughout the proposal period and issue that as an addendum the final week before proposals are due.
