Below is a bill status update on bills the City has taken a position:
AB 817 (Pacheco) would allow local governments to use teleconferencing when at least a quorum of the members are in agreement and requires that the legislative body make a finding, by majority vote, to use teleconferencing for the first time and every 12 months thereafter. The City of Alameda supports measures to address the ongoing COVID-19 pandemic response and recovery including protecting the health and safety of residents and workers. This bill failed to pass out of the Senate Local Government Committee by the July 3, 2024 deadline and is now dead.
AB 1779 (Irwin) permits the consolidation of specified theft charges, as well as all associated offenses, occurring in different counties into a single trial if the district attorneys in all involved jurisdictions agree. The City of Alameda supports efforts to help reduce crime and increase the public safety of Alameda residents, businesses, and visitors. This bill was signed by the Governor on August 16, 2024.
AB 1802 (Jones-Sawyer) removes the sunset date on the provision of law that criminalizes organized retail theft, thereby making the operation of the law permanent, and extends the operation of the CHP Property Crimes Task Force indefinitely. AB 1840 (Arambula) which will ensure that eligibility in the California Dream for All Program includes people who are undocumented. The City of Alameda supports legislation that assists first time homebuyers. This bill was vetoed by the Governor on September 6, 2024.
AB 1845 (Alanis) will establish a grant program, administered by the Board of State and Community Corrections, to provide funding to district attorneys’ offices and law enforcement agencies for investigation and prosecution of crimes related to resale of stolen property. The City of Alameda supports efforts to help reduce crime and increase the public safety of Alameda residents, businesses, and visitors. This bill was held on the Assembly Appropriations Committee’s Suspense File and is now dead.
AB 1848 (Davies) provides the same sentencing enhancement for the sale of fentanyl as currently exists for the sale of heroin and cocaine on or near the grounds of select public places. The City of Alameda supports efforts to reduce opioid overdose deaths and efforts to protect the health, safety, and welfare of our residents. This bill failed to receive a hearing in the Assembly Public Safety Committee and is now dead.
AB 1961 (Wicks) creates the End Hunger in California Master Plan Task Force to develop strategies for ensuring access to healthy and culturally-relevant food for all Californians. The City of Alameda supports efforts and funding to eliminate food insecurity. This bill was vetoed by the Governor on September 27, 2024.
AB 1968 (Jackson) would require the California Department of Social Services to partner with the Franchise Tax Board to identify qualifying individuals 60 years of age or older and automatically enroll these individuals into the CalFresh program. The City of Alameda supports efforts to promote public health and eliminate food insecurity. This bill was held on the Assembly Appropriations Committee’s Suspense File and is now dead.
AB 2021 (Bauer-Kahan) would increase the fines for selling tobacco or tobacco products to a person who is under the age of 21. The City of Alameda supports legislation that protects the health, safety, and welfare of our residents, including helping prevent youth smoking and vaping. AB 2061 (Wilson) would provide a partial exemption under the Sales and Use Tax Law for a "zero-emission public transportation ferry," sold to a public agency, from January 1, 2025, through January 1, 2030. The City of Alameda supports legislation that promotes air quality, environmental protection, and sustainability. This bill was vetoed by the Governor on September 27, 2024.
AB 2200 (Kalra) the California Guaranteed Health Care for All Act (CalCare), which will bring California closer to achieving a single-payer health care system by setting in place a comprehensive framework of governance, eligibility and enrollment, delivery of care, health care cost controls, and a just transition towards greater benefits and access to care. The City of Alameda supports efforts to provide additional funding and resources to improve the physical health, mental health, and well-being of Alameda residents and promotes social equity. AB 2236 (Bauer-Kahan) will update California’s single-use bag ban by eliminating the option to receive a plastic film bag at grocery stores and stores that sell food. The City of Alameda supports legislation that promotes recycling and landfill diversion efforts, will further the City’s adopted plastic bag and straw bans, and efforts to expand existing bans. This bill failed to pass off the Assembly Floor on Concurrence prior to adjournment on August 31, 2024 and is now dead.
AB 2259 (Boerner) requires the California State Transportation Agency to develop and distribute a state handbook on bicycling safety by September 1, 2025. The City of Alameda supports active transportation efforts including pedestrian and bike safety, as well as access to infrastructure improvements throughout the City that enable residents to travel safely to BART, AC Transit, ferries, and other methods of commuting. AB 2263 (Friedman) establishes the California Guaranteed Income Study and Funding Act Coordinating Council to assess administrative needs, explore funding mechanisms, and identify priority populations for a permanent statewide guaranteed income program. AB 2408 (Haney) prohibits the manufacture, sale, or distribution of firefighter personal protective equipment containing intentionally added perfluoroalkyl and polyfluoroalkyl substances (PFAS), beginning July 1, 2026. AB 2629 (Haney) as of September 1, 2025, prohibits any person who is determined to be incompetent to stand trial on a misdemeanor offense, in a post-release community supervision proceeding, or in a parole revocation hearing from possessing or owning a firearm. AB 2669 (Ting) would prohibit a toll from being charged for passage of a pedestrian, a bicycle, or a personal micromobility device on any bridge in the Golden Gate Bridge, Highway, and Transportation District (GGBHTD), or any state-owned bridge, unless the bridge was under construction after January 1, 2025, and the tolls are used to fund the cost of constructing the bridge. AB 2739 (Maienschein) requires a firearm that is used in the commission of a crime to be surrendered to law enforcement even where the defendant is granted diversion, if the crime would require the firearm to be surrendered if the defendant had been convicted of the crime. AB 3064 (Maienschein) expands the Department of Justice’s (DOJ’s) oversight over firearm safety devices (FSDs), permits the DOJ to charge specified fees to manufacturers of FSDs, and requires manufacturers of FSDs to engrave manufacturer, make, and model information onto each device. AB 3218 (Wood) requires the Attorney General to establish and maintain the Unflavored Tobacco List (UTL), a list of tobacco product brand styles that lack a characterizing flavor, and requires all manufacturers and distributors of tobacco products for sale or distribution in or into California to submit information about their products to the Attorney General for inclusion on the UTL. SB 1514 (Local Government) which corrects an inadvertent drafting error in a Surplus Lands Act bill, AB 480 (Ting, 2023), returning the statute to the same language that existed prior to the enactment of AB 480 last year.
