CDBG and HOME

The City of Alameda Department of Housing and Homeless Services manages the Community Development Block Grant (CDBG) program and the Home Investment Partnerships (HOME) program. Through these programs the City offers rental and residential rehabilitation assistance, completes capital improvements in eligible neighborhoods, and also funds community and social service programs. The City also sponsors a program for first time homebuyers that can assist a limited number of eligible households.

The purpose of CDBG is to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, primarily for persons of low and moderate income.

CDBG provides funding to implement a wide variety of community and economic development activities directed toward neighborhood revitalization, economic development and the provision of improved community facilities and services.

CDBG activities must meet one of the following National Objectives:

  1. Benefit persons of low and moderate income
  2. Aid in the prevention or elimination of slums or blight
  3. Meet other community development needs of particular urgency

Eligible activities which may be carried out with CDBG funds are as followed:

A. Public Facility Capital Improvement

  • Property acquisition
  • Rehabilitation
  • Clearance and remediation activities

B. Public Services

  • Operating costs (labor, supplies, and materials)
  • Childcare Service
  • Youth Services
  • Crime/Domestic Violence Services
  • Employment Services
  • Healthcare Services
  • Fair Housing Counseling
  • Supportive Services for Disabled
  • Legal Services

C. Economic Development and Micro-Enterprise

  • A qualified Community Based Development Organization (CBDO) may carry out activities such as neighborhood revitalization, community economic development, or energy conservation.
  • Business Assistance loans
  • Support and development of micro-enterprise resulting in the retention or creation of permanent jobs.

CITY OF ALAMEDA PUBLIC HEARING REGARDING
CDBG/HOME FIVE-YEAR STRATEGIC PLAN FOR FY 2025-30 AND
FY 2025-26 ACTION PLAN

The City of Alameda (City) is an Entitlement City in the U.S. Department of Housing and Urban Development's (HUD) Community Development Block Grant (CDBG) Program. On May 6, 2025, the City Council will review the proposed Five-Year Strategic Plan and FY 2025-26 Action Plan (Consolidated Plan). The Consolidated Plan sets forth the City’s plan for addressing its housing and community development needs, including the use of CDBG and HOME funds. Specific objectives for the upcoming year will be addressed in the proposed FY 2025-26 Action Plan that will cover the period of July 1, 2025 through June 30, 2026. The proposed FY 2025-26 Action Plan will allocate approximately $1.1 million in CDBG Entitlement Funds plus an estimated $60,000 in CDBG Program Income and approximately $200,000 of HOME funds.

AVAILABLE FOR PUBLIC REVIEW

Beginning April 4, 2025, the Consolidated Plan, including funding details, will be available for public review on the City of Alameda’s website at https://www.alamedaca.gov.

OPPORTUNITY TO BE HEARD

The public is encouraged and invited to participate in the CDBG/HOME Action Plan process and to comment on the housing and community development plans, orally or in writing, at the following scheduled Public Hearing:

Comments regarding the proposed Five-Year Consolidated Plan and Action Plan may be submitted to Andre Fairley at (510) 747-6883 or clerk@alamedaca.gov (email). Please provide comments by 5:00 p.m. on May 6, 2025. The City Council will hear comments and consider adoption of the Action Plan at its regular meeting at 7:00 p.m. on May 6, 2025. The public is encouraged to participate. 

PROVISIONS FOR PERSONS WITH DISABILITIES

The City of Alameda has a network of employees speaking some 45 languages who can act as interpreters for residents seeking information regarding CDBG/HOME programs. The HOME program is a federal grant that finances housing projects in partnership with government, nonprofit, and private organizations.

HOME funding may be used for housing rehabilitation, tenant-based rental assistance, assistance to homebuyers, and acquisition of housing and new construction of housing. Funding may also cover other necessary activities related to the development of non-luxury housing, such as site acquisition, site improvements, demolition, and relocation.

The purpose of the HOME program is to:

  • Expand the supply of decent, safe, sanitary, and affordable housing, particularly rental housing, for very low-income and low-income families
  • Strengthen the abilities of State and local governments to design and implement strategies for achieving adequate supplies of decent, affordable housing
  • Provide both financial and technical assistance to participating jurisdictions, including the development of model programs for developing affordable low income housing
  • Extend and strengthen partnerships among all levels of government and the private sector, including for-profit and nonprofit organizations, in the production and operation of affordable housing.
