CDBG and HOME

The City of Alameda Department of Housing and Homeless Services manages the Community Development Block Grant (CDBG) program and the Home Investment Partnerships (HOME) program. Through these programs the City offers rental and residential rehabilitation assistance, completes capital improvements in eligible neighborhoods, and also funds community and social service programs. The City also sponsors a program for first time homebuyers that can assist a limited number of eligible households.

The purpose of CDBG is to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, primarily for persons of low and moderate income.

CDBG provides funding to implement a wide variety of community and economic development activities directed toward neighborhood revitalization, economic development and the provision of improved community facilities and services.

CDBG activities must meet one of the following National Objectives:

  1. Benefit persons of low and moderate income
  2. Aid in the prevention or elimination of slums or blight
  3. Meet other community development needs of particular urgency

Eligible activities which may be carried out with CDBG funds are as followed:

A. Public Facility Capital Improvement

  • Property acquisition
  • Rehabilitation
  • Clearance and remediation activities

B. Public Services

  • Operating costs (labor, supplies, and materials)
  • Childcare Service
  • Youth Services
  • Crime/Domestic Violence Services
  • Employment Services
  • Healthcare Services
  • Fair Housing Counseling
  • Supportive Services for Disabled
  • Legal Services

C. Economic Development and Micro-Enterprise

  • A qualified Community Based Development Organization (CBDO) may carry out activities such as neighborhood revitalization, community economic development, or energy conservation.
  • Business Assistance loans
  • Support and development of micro-enterprise resulting in the retention or creation of permanent jobs.

TO THE CITIZEN PARTICIPATION PLAN

The City of Alameda (City) participates in the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) Program as an Entitlement City. In accordance with 24 CFR 91.105(c)(2) and subpart B of the federal regulations relative to citizen participation for Community Planning and Development Programs, on December 16, 2025, City Council will consider proposed amendments to the CDBG Action Plans for fiscal years 2019-20 through 2024-25, reallocating $614,392.10 of CDBG funds. Below are the recommended programs and funding amounts for the proposed amendment:

The City is also making minor revisions to the Citizen Participation Plan to meet HUD’s requirements and city-wide goals to sufficiently address the community priority needs. These revisions have no impact on the 2025-29 Five Year Consolifated Plan or FY 2025 Annual Action Plan. 

OPPORTUNITY TO BE HEARD

The public is invited to participate in the CDBG process and to comment on the Action Plan Amendments, orally or in writing, according to the schedule below:

December 16, 2025 City Council Meeting at 7:00 p.m.

Public hearing regarding the proposed Action Plan Amendments for fiscal years 2019-20 through 2024-25. Additionally, comments regarding the proposed Action Plan Amendment may be submitted to Andre Fairley at (510) 747-6883 or by email at housing@alamedaca.gov. Please provide comments by 7:00 p.m. on December 16, 2025. The City Council will hear comments and consider adoption of the Action Plan Amendment at its regular meeting on Tuesday, December 16, 2025, at City Hall, 2263 Santa Clara Avenue. The public is encouraged to attend and participate. 

PROVISIONS FOR PERSONS WITH DISABILITIES

The HOME program is a federal grant that finances housing projects in partnership with government, nonprofit, and private organizations.

HOME funding may be used for housing rehabilitation, tenant-based rental assistance, assistance to homebuyers, and acquisition of housing and new construction of housing. Funding may also cover other necessary activities related to the development of non-luxury housing, such as site acquisition, site improvements, demolition, and relocation.

The purpose of the HOME program is to:

  • Expand the supply of decent, safe, sanitary, and affordable housing, particularly rental housing, for very low-income and low-income families
  • Strengthen the abilities of State and local governments to design and implement strategies for achieving adequate supplies of decent, affordable housing
  • Provide both financial and technical assistance to participating jurisdictions, including the development of model programs for developing affordable low income housing
  • Extend and strengthen partnerships among all levels of government and the private sector, including for-profit and nonprofit organizations, in the production and operation of affordable housing.
