CITY OF ALAMEDA PUBLIC HEARING REGARDING
PROPOSED AMENDMENT TO THE CDBG ACTION PLANS FOR
FY 2019-20 THROUGH 2024-25 & PROPOSED CHANGES
TO THE CITIZEN PARTICIPATION PLAN
The City of Alameda (City) participates in the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) Program as an Entitlement City. In accordance with 24 CFR 91.105(c)(2) and subpart B of the federal regulations relative to citizen participation for Community Planning and Development Programs, on December 16, 2025, City Council will consider proposed amendments to the CDBG Action Plans for fiscal years 2019-20 through 2024-25, reallocating $614,392.10 of CDBG funds. Below are the recommended programs and funding amounts for the proposed amendment:

The City is also making minor revisions to the Citizen Participation Plan to meet HUD’s requirements and city-wide goals to sufficiently address the community priority needs. These revisions have no impact on the 2025-29 Five Year Consolifated Plan or FY 2025 Annual Action Plan.
OPPORTUNITY TO BE HEARD
The public is invited to participate in the CDBG process and to comment on the Action Plan Amendments, orally or in writing, according to the schedule below:

Public hearing regarding the proposed Action Plan Amendments for fiscal years 2019-20 through 2024-25. Additionally, comments regarding the proposed Action Plan Amendment may be submitted to Andre Fairley at (510) 747-6883 or by email at housing@alamedaca.gov. Please provide comments by 7:00 p.m. on December 16, 2025. The City Council will hear comments and consider adoption of the Action Plan Amendment at its regular meeting on Tuesday, December 16, 2025, at City Hall, 2263 Santa Clara Avenue. The public is encouraged to attend and participate.
PROVISIONS FOR PERSONS WITH DISABILITIES
If any person with an interest in participating in this program is a person with a disability as defined by Section 504 of the Rehabilitation Act of 1974 and requires an accommodation to participate or take interest, a request for accommodation may be made to Andre Fairley at (510) 747-6883 (Voice) or by email at housing@alamedaca.gov. Such request shall include a description of the accommodation sought, along with a statement of the impairment that necessitates the accommodation. Any request for accommodation shall be reviewed and a response provided within five business days of receipt of such request. PROVISIONS FOR NON-ENGLISH SPEAKING RESIDENTS
The City of Alameda has a network of employees speaking some 45 languages who can act as interpreters for residents seeking information regarding federal programs.
