Bike Share

Overview

October 2026 Update: The first round of community outreach for the bike share pilot program will close on October 16. Where on the West End should the eight pilot docking stations go? Visit the web map survey by 10/16 to provide your input and see what others have proposed. Your feedback will help prioritize station locations for the pilot program, which will be determined later in the fall. If you have additional input on the pilot program, please leave a comment using this form.

Starting in Spring 2027, the City of Alameda will launch a pilot docked bike share program on the west end, joining the regional Lyft Bike program. Lyft Bike is the Bay Area's bike share program serving Berkeley, Daly City, Emeryville, Oakland, San Jose and San Francisco.

The pilot program in Alameda is funded by the Alameda County Transportation Commission and will provide transportation options during construction of the Oakland Alameda Access Project (OAAP).The goal of the bike share pilot is to provide first- and last-mile transportation options across the Oakland Estuary between the Oakland Alameda Water Shuttle and San Francisco Bay Ferry to destinations in West Alameda during OAAP construction in the Posey Tube.

About the Bike Share Pilot

The three-year pilot program will launch docked bike share in the West End of Alameda starting in Spring 2027. The program will join the same regional bike share program, Lyft Bike (formerly Bay Wheels), that has been operating nearby in Oakland, Emeryville, and Berkeley since 2017. Lyft Bike is managed as a regional partnership between the Metropolitan Transportation Commission, Lyft, and participating cities.

In a docked bike share system, users must take and return bikes from fixed docking station locations rather than park at any bike rack. The pilot program in Alameda will have eight docking stations, located at Seaplane Lagoon and Main Street ferry terminals, the Oakland Alameda Water Shuttle, and near destinations and businesses on the West End. Community outreach and technical analysis in late summer and early fall 2026 will determine exact locations for the five non-water transit docking stations.

During the three year pilot period, the City will evaluate the program and consider whether to expand or extend it in the future, and consider whether to add other options such as e-scooters in Alameda.

Schedule

  • May 5, 2026: City Council endorsed the bike share pilot program concept and authorized executing necessary agreements to begin participation in the regional bike share program.
  • May 28, 2026: Alameda CTC authorized $757,000 in funding for the City of Alameda bike share pilot program, to support transportation options during Oakland Alameda Access Project construction.
  • Summer/Fall 2026: Community outreach and station location analysis
  • Winter 2026: Station design, permitting, and installation
  • Spring 2027: Program launch
  • After launch: evaluate program and consider post-pilot bike share options

Outreach

Your input is needed! With the funding available for the pilot program, there will be eight bike share docking stations installed on the West End in 2027. Where do you think they should go? Visit the web map survey by October 16 to provide your input and view what others have proposed. Your feedback will help prioritize station locations for the pilot program, which will be determined later in the fall. If you have additional input on the pilot program, please leave a comment using this form.

After the web map closes, the City will develop a set of pilot station locations with additional stakeholder input, technical analysis, and siting studies. The locations will be published and noticed in Winter 2026/2027 for site-specific comments.

Background

Implementation of bike share in Alameda is an adopted action in the City’s Active Transportation Plan, General Plan, and Transportation Choices Plan. The City previously implemented a dockless bike share pilot program provided by the company Lime. The program ran from October 2017 to March 2019, when Lime stopped operating dockless bike share systems nationwide. While competing staff priorities set in the City Strategic Plan made it difficult to actively seek bike share in the intervening years, staff has now identified an opportunity to bring bike share back to support transportation during OAAP construction.

During the pilot program, the City will evaluate whether to extend and expand the Lyft Bike program and how to fund it on an ongoing basis and/or implement other micromobility program(s) such as scooter sharing.
