Cap-Emmitt.jpeg Under the command of Captain Matthew McMullen, the Police Department’s Bureau of Field Services is responsible for delivering front-line patrol and crime prevention services. Patrol officers in this bureau work to ensure the safety of the community by actively patrolling neighborhoods, responding to call for service, and and starting initial investigations in the field. They also engage with the public to foster positive relationships and address community concerns, while focusing on crime prevention and maintaining a visible presence to deter criminal activity. Their commitment is essential in safeguarding residents, visitors, and the overall well-being of the Alameda community.

Canine Unit

Founded in 1980, the Alameda Police Department K9 Program has proven to be highly successful and is now a permanent part of the Patrol Division. The Department currently operates two K9 teams: Officer Fetzer with her Police Service Dog (PSD) "Ace" and Officer Ortega with his PSD "Primo."

Canine Duties
K-9 teams are certified for dual-purpose work, encompassing both patrol tactics and narcotic detection. Patrol tactics include area and building searches, tracking, article searches, handler protection, and physical apprehension, while narcotic detection focuses on identifying illegal drugs. Police K9s are working animals, not pets, and should only be approached under the supervision of their handler.

Canine Training 
Before a Police Service Dog (PSD) and their handler can begin patrol duties, they must complete a rigorous canine handler course and pass a certification process to meet the standards set by California P.O.S.T. (Peace Officer Standards and Training). Once certified, the team undergoes weekly training sessions and annual recertifications to ensure their skills remain sharp and up to date.

Marine Unit

The Marine Patrol Unit enforces local and state laws related to boating, conducts search and rescue operations, performs vessel inspections, and oversees various water events in and around the city.

Comprising nine officers and one sergeant, the unit undergoes extensive state-mandated training and maintains a close working relationship with the Coast Guard. This specialized training ensures they provide the highest level of service in law enforcement. The police boat patrols Alameda's waterways during special events, holidays, and as staffing allows.

Critical Incident Response Team

The Critical Incident Response Team (C.I.R.T.) is tasked with delivering a rapid and coordinated response to high-risk incidents, utilizing specialized personnel and equipment. Comprised of two key components—Negotiations and Tactical—the C.I.R.T. team works in unison to manage critical situations, ensuring the safety and protection of Alameda's residents and property.

Critical incidents include, but are not limited to:

  • High-risk arrests
  • Hostage incidents
  • Barricaded subjects
  • Rescue incidents in areas endangered by gunfire
  • Assisting and protecting police and/or fire units engaged with mobs, looters, and arsonists
