Electric Bicycles
An electric bicycle is a bicycle equipped with fully operable pedals and an electric motor of less than 750 watts. Under California Vehicle Code VEH 312.5, e-bikes are classified into three categories based on their maximum assisted speed and whether the motor provides assistance only while the rider is pedaling.

Class 1: Pedal-assist only (no throttle), with a maximum assisted speed of 20 mph.

Class 2: Throttle-assisted or pedal-assisted, with a maximum speed of 20 mph (with or without pedaling).

Class 3: Pedal-assist only (no throttle), with a maximum assisted speed of 28 mph, and must be equipped with a speedometer. Riders must be at least 16 years old and wear a helmet.
Electric bicycles do not need registration, licensing or insurance like a car or motorcycle. The same rules of the road that apply to human-powered bicycles apply to all types of e-bikes and human-powered bicycles.
Electric Scooters
An e-scooter is a motorized scooter that typically consists of two wheels, handlebars, and a standing floorboard.
