General Info

The current project is focused in the West End zone and involves preventive maintenance treatments.  Preventive maintenance treatments include slurry and cape sealing. These treatments are applied to the surface of the roadway to seal the surface, prevent ultraviolet degradation, and prevent water intrusion, thus prolonging the useful life of the roadway for an additional five to seven years until another surface seal can be applied or the roadway is rehabilitated.

The City will repair/improve curb ramps along cape sealed streets so that they are compliant with current Americans with Disabilities Act (ADA) and Public Right-of-Way Accessibility Guidelines requirements.  Additionally, some curbs and gutters will be repaired in order to improve stormwater drainage.

Project Locations and Schedule

Please see the table below for a list of streets and major construction dates.  Parking is prohibited on all dates.  "Rd Closed" indicates a road closure on that date.  Scheduling for "TBD" dates are still being finalized and we will update the table when details have been determined.  Dates are subject to change.  If there is inclement weather, equipment malfunction, or other unforeseen circumstances, then work may be rescheduled to the next day or the next earliest opportunity.

Staff will be busy managing the construction and may not have time to frequently update this table or webpage.  The table has been provided for general notice of construction and should not be considered as exact dates of impact.  Please keep an eye out for barricades and no parking signs as those would be actual indicators of upcoming construction.  No parking signs will typically be placed at least 72 hours prior to construction.

The City's Paving Moratorium Map (link) provides a visual representation of the project streets.  The map identifies the locations as Future Moratorium Streets, shown in orange.  It does not show the asphalt trail work.

Construction Phases

Construction for the overall project is expected to begin in the late Summer/early Fall and extend through the end of the year.  Schedules for individual streets will vary within this timeline.

Work is usually phased in the order shown below.  The project consists of multiple street and we generally complete work for one phase, for all applicable streets, before moving onto the next phase.  Typical durations of disruptions per street have been provided, but actual impacts will be site specific.

  1. Concrete work to sidewalks, curbs, gutters, curb ramps, and driveways as needed.  This is typically completed in one to two weeks.

  2. Some slurry seal and cape seal streets may have asphalt spot repairs in the roadway.  This does not usually result in a roadway closure.  This is typically completed in one to two days.

  3. Cape seals consist of two applications, taking one day each, done over a span of one to two weeks.

  4. Slurry seal is typically completed in one day.

  5. Applicable locations will have traffic striping and signage installed last. This is typically completed in two to four weeks, depending on scale of work.

General Impacts

Construction work hours are restricted from 8 a.m. to 4 p.m.  Construction hours will be further reduced in school zones (when school is in session during the regular school year).   We will do our best to minimize any inconvenience and we appreciate your cooperation in this matter.

Please look for the “No Parking” signs.  These will be posted 72 hours before the actual date of work.

During construction, you may experience the following disruptions:

For slurry or cape seal streets:

  1. Full street closure – impacts to access for motor vehicles, bicycles, and pedestrians
  2. Parking prohibition – impacts to parking, vehicles will be towed
  3. Do not traverse, walk, ride, or drive over slurry seal prior to the roadway being re-opened. Slurry seal is very sticky and difficult to remove from shoes, tires, driveways, clothing, carpets, and pets.
  4. Do not run any water that may flow onto the gutter or street on the day that slurry seal is applied. This may cause a permanent and unsightly appearance on the street, especially in front of your home.
  5. Minor increases in noise levels and dust
  6. Transit – we will coordinate work with AC Transit for any impacts
  7. Waste collection – we will coordinate work with Alameda County Industries for any impacts

Daylighting

In 2023, the State passed AB 413 to improve safety at intersections by prohibiting parking within 20 feet of any marked or unmarked crosswalk.  This is approximately one parking space.  As part of our paving project, red curbs will be painted at select intersections, with consideration to corners at/along major streets, streets with bike lanes or routes, and streets near schools.

The Alameda Vision Zero Policy declares that public safety is the highest priority in managing transportation system, with the goal of reducing and eventually eliminating fatalities and severe injuries among all road users. Alameda’s Policy for Improvements to Visibility (Daylighting) helps fulfill this goal by calling for sufficient visibility at intersections, enabling drivers to see motor vehicle and bicycle traffic in the cross-street, as well as pedestrians entering the crosswalk. The figure below illustrates how parked vehicles can narrow visibility, making it impossible for drivers to see people stepping into the crosswalk.

The following intersections will (A) receive new daylighting improvements and/or (B) have existing daylighting improvements refreshed.  Corners with fire hydrants may receive additional red curb to maintain 15 feet of fire hydrant access.

Fernside Blvd Project

As part of this pavement project, Fernside Boulevard, from Versailles Avenue to High Street, will be updated to implement the Near-Term Fernside Boulevard Traffic Calming & Bikeways Project. In addition to pavement improvements, the project will include quick-build pedestrian median Islands, paint-buffered bike lanes, and removal of the center turn lane.
