On April 2, 2019, the City Council is convening a special meeting at 5:00 pm in City Council Chambers to discuss the City’s Rent Stabilization Ordinance (Ordinance 3148).
This special meeting will include:
The City Council adopted Ordinance 3148 in March 2016 and first took action to consider amendments by adopting Ordinance 3180 in the spring of 2017. Subsequently, a referendum petition was successfully circulated to set aside Ordinance 3180 and an initiative petition was successfully circulated to place most of the provisions of Ordinance 3148 into the City Charter. The Council repealed Ordinance 3180 and placed the initiative petition on the November 2018 ballot (Measure K). Voters rejected Measure K by a 55% to 45% margin. Therefore, Ordinance 3148 remains in place and can be amended by the City Council. Additional information about Ordinance 3148 can be found here:http://www.alamedarentprogram.org/ordinance-3148-overview.
A regular meeting of the City Council will be held at 7:00 pm, following the special meeting. At that meeting, the City Council will consider an Ordinance to amend Ordinance 3148 solely to eliminate the sunset clause. At present, Ordinance 3148 states that the Ordinance will be repealed on December 31, 2019, unless the City Council takes action to amend or eliminate the sunset clause.
