Alameda City Manager Appoints Noelle White as Human Resources Director

Alameda City Manager Jennifer Ott has appointed Noelle White as the new Human Resources Director for the City of Alameda, effective immediately. Noelle, who has served the City since 2021, most recently held the position of Acting Human Resources Director.

“Noelle is a dedicated human resources executive who is experienced in a wide range of HR competencies,” stated City Manager Jennifer Ott. “Noelle expertly guided the City through recent contract negotiations, and I’m confident will lead the department with that same effectiveness.”

As Human Resources Director, Noelle will report directly to the City Manager and oversee the Human Resources Department. The department is responsible for providing comprehensive personnel management services to all City departments, employees, and applicants.

“I am incredibly grateful for the opportunity to work alongside a wonderful group of professionals and look forward to implementing forward-thinking programs that benefit the City of Alameda,” stated Noelle White.

Noelle holds a Master of Public Administration with a focus on Public Management and Policy Analysis from California State University East Bay. She is certified as a Professional in Human Resources (PHR), a Society for Human Resource Management Certified Professional (SHRM-CP), and an International Public Management Association for Human Resources Certified Professional (IMPA-CP).
