City approves new agreement with Alameda County Industries; negotiates rate increase of 3.1%
The collection, transportation, and processing of solid waste, recyclables, and organics is an important City function. Since 2002, the City has been contracting with Alameda County Industries (ACI) to provide this service, and on May 4, 2021, the City Council approved a new agreement with ACI beginning July 1.
Effective July 1, 2021, the new agreement results in a 3.1% rate increase for residents and businesses. For the vast majority of Alamedans, the increase will be between $1.08 and $1.37 per month. Customers can expect to see the increased rates on their bills from ACI in July.
The new agreement, which offers reduced rates for low-income and senior residents, expands services including offering Alameda’s bulky collection program to multi-family residents, doubling the capacity of our bulky collection, including textiles in the bulky collection program (clothes, etc.) for reuse, providing move-in and move-out kits for multi-family residents to reduce waste and increase recycling, and providing additional recycling and organics collection capacity.
The new agreement also addresses new requirements that will help the City achieve its zero waste goal of 89% diversion, including incentivizing recycling and organics collection, offering edible food recovery, and procuring recycled products.
Prior to approving the agreement, staff conducted a customer satisfaction survey, engaged stakeholders, and completed a peer review of the draft agreement. The survey revealed that residential and commercial customers have favorable views of ACI, with very high residential garbage service satisfaction levels. Customers were satisfied with material removal services and customer service, and felt rates were reasonable.
