Harbor Bay Proposal Does Not Meet City Requirements

There’s a lot of misinformation circulating about a proposal to redevelop the Harbor Bay Landing shopping center. We want to set the record straight.

1) This is only a proposal — an SB 330 preliminary application — submitted by a developer that is contemplating purchasing the shopping center. SB 330 refers to CA Senate Bill 330 which was enacted in 2019 to address California’s affordable housing shortage. An SB 330 preliminary application does not require Planning Board or City Council action; its sole purpose is to preserve current zoning rules and development fees, and allow the developer to submit a formal application within 180 days.

2) This proposal does not meet City requirements. Specifically, Alameda’s Housing Element requires a mixed-use development at this site, with significant commercial space and a grocery store.

3) City staff have informed the developer that their proposal does not meet City requirements.

4) City staff have met with Safeway officials to express our support for retaining a grocery store at Harbor Bay Landing. The developer has also met with Safeway officials.
