The City of Alameda, in partnership with local non-profit agencies and community and faith-based organizations, provides a range of services to our unhoused community. The programs are under the supervision of the City’s CARES Team (Collaboration Advancing Research, Efforts, and Supports for Alameda’s Homeless), an interdepartmental and interagency consortium working to address the issue of homelessness in Alameda.

Office hours are M-Th, 9am–4pm. Outside of office hours, please call 2-1-1 to access resources county-wide.
Winter Warming Services
The Winter Warming program provides additional shelter beds during cold and rainy nights during the winter season. Open annually, November through March
Anchor Village: Daytime Services and Overnight Shelter
Anchor Village(PDF, 171KB) (formally called the Day Center) connects clients to housing, health, mental health, substance use, and social services and supports. It serves as a safe and welcoming indoor space for unhoused residents to receive support services and shelter. Daytime programming runs from 9am to 8pm, 7 days a week, at 431 Stardust Place in Alameda. The site also provides overnight sleeping accommodations for up to 17 individuals, and accepts referrals from the City of Alameda, APD, and 211. The hours of operation for the overnight shelter are 9pm to 8am, 7 days a week, also at 431 Stardust Place.
Safe Parking Program
The Safe Parking Program provides a safe and welcoming space for people living in cars or vans to park at night. Bathrooms/washing facilities available. Outreach workers and housing navigators available to connect clients to services. Open Monday - Sunday, 7:00 p.m. to 7:00 a.m in the parking lot at 431 Stardust Place in Alameda.
Emergency Supportive Housing
Four City-owned homes for individuals and families experiencing homelessness with on-site supportive services available 24/7 and case management. Persons participating in the program are actively working on permanent housing solutions and person-specific goals.
Dignity Village
Dignity Village is a Homekey 2 funded project that provides interim supportive housing and supportive services for individuals experiencing homelessness. Dignity Village opened to residents May 2023 with 24/7 staffing and case management. In addition to case management and housing navigation, Alameda Family Services staffs a full-time mental health clinician on site to provide support to residents, training to staff, and linkages to mental health services as needed.
Alameda Housing Resource Center
