Gibbons Dr/High St/Fernside Blvd Safety Updates

The Transportation Commission will consider endorsing updated recommendations on Wednesday, October 22, at 6:30 p.m., followed by a City Council meeting in November or December. Join us! 

Based on extensive community feedback(PDF, 15MB), the updated recommendations call for fast-tracking quick-build neighborhood traffic calming to 2026-2027, as described below and shown in this diagram(PDF, 4MB):

  1. Interim safety measure at Gibbons/High/Fernside. Reduce turning speeds onto Gibbons Drive by installing a paint-and-post bulb-out at the southwest corner (no turn restriction). 
  2. Roundabouts and new pedestrian crossings inside the neighborhood. Reduce vehicle speeds and improve pedestrian access by constructing quick-build roundabouts with temporary Americans with Disabilities Act (ADA) curb ramps at the Gibbons/Northwood/Southwood and Southwood/Bayo Vista/Fairview intersections.
  3. New speed humps. Add speed humps at locations on Gibbons Drive, Southwood Drive, and Cambridge Drive.

After these improvements are installed, the project team recommends collecting updated traffic data and conducting a temporary pilot turn restriction at Gibbons/High/Fernside as part of long-term planning for the Fernside Boulevard Traffic Calming and Bikeways Project. Staff will also seek funding for project design and construction during this time. More information:

The Gibbons/High/Fernside Intersection Safety Updates project is considering design concept alternatives to improve safety at this intersection while balancing the needs of nearby local streets. 

While working on Fernside Blvd Traffic Calming & Bikeways Project, the project team recognized a need for safety improvements and operational updates at the Fernside Blvd/High St/Gibbons Dr intersection. In November 2024, the City sought feedback on proposed intersection updates that would simplify this challenging intersection, including a partial limitation of traffic movements between Gibbons Dr and High St. In March 2025, the City Council directed staff to return to City Council after conducting the planned traffic study evaluating this concept. The City contracted with consultants to gather traffic data in late spring and complete the traffic study over the summer. Starting the week of September 22, 2025, the City will seek public input regarding design and phasing options for the Gibbons Dr/High St/Fernside Blvd intersection, based on traffic study findings.
