Debbie Potter

Debbie Potter has been the Community Development Director since 2013. Prior to her appointment, she worked on the reuse and redevelopment of Alameda Point and FISC/East Housing, and later served as the City’s Housing Development and Programs Manager. Ms. Potter has been with the City for over fifteen years. She is a graduate of UC Irvine and holds a Master’s Degree in Urban Planning from UCLA.

The City of Alameda is home to about 5% of Alameda County's residents.  Alameda participated in the Point In Time count in January 2017, a national canvassing of the homeless situation in a given area conducted every two years, and found that 204 homeless individuals were unhoused or in shelters in Alameda. Find out how the City of Alameda, faith-based groups, first responders, law enforcement, local businesses, and nonprofit organizations are working together to support homeless residents and address homelessness in Alameda.

The City of Alameda is one of eight jurisdictional members of the Alameda County HOME Consortium. As the lead agency for the Consortium, Alameda County coordinates long-range planning and annual applications to HUD for both Home Investment Partnerships Program (HOME) and Community Development Block Grant (CDBG) funding. While HOME funds are administered by Alameda County on behalf of the participating jurisdictions, CDBG funds are directly awarded to some of the participating jurisdictions, including Alameda, as annual “entitlement” funds.

Rent Stabilization Program
