On November 21, 2025, developer The True Life Companies withdrew their SB 330 preliminary application. City staff confirmed with the developer that they wish to continue exploring options for a viable commercial and residential mixed-use project that the City and community will support. However, the developer could not provide a timeline for a potential resubmittal.

- Harbor Bay Landing is privately owned and is currently managed by the owner’s property management company.
- A developer, True Life Companies, submitted a Preliminary Application on September 26, 2025, for the Harbor Bay Landing Shopping Center site. This is an early proposal submitted by a developer that is contemplating purchasing the shopping center and does not require Planning Board or City Council action. They are performing due diligence and contemplating purchasing the shopping center for redevelopment.
- This proposal does not meet City requirements. Specifically, Alameda’s Zoning requires a mixed-use development at this site, with significant commercial space and a grocery store.
- City staff have informed the developer that their proposal does not meet City requirements.

The City is carefully reviewing a preliminary application submitted for this site and will be meeting with the developer this week to discuss the proposal. During this meeting, staff will emphasize that the City’s current zoning requires inclusion of a grocery store as part of the project.
This submission is an initial submittal under the SB 330 Preliminary Application process and does not constitute a formal project application or approval. The SB 330 process allows developers to “lock in” the zoning, development standards, fees, and policies in effect at the time of submittal. This means the project will be reviewed under regulations in place as of that date, provided a formal development application is filed within 180 days. The City does not take action on this preliminary application until a formal application has been submitted.
In accordance with State housing law, and to help meet the State’s mandated housing targets, the City re-zoned the site in 2023 to allow residential uses while retaining the requirement for a grocery store. The current proposal, as submitted, does not meet the mixed-use intent of the zoning. City staff will continue discussions with the developer to ensure consistency with the City’s adopted zoning requirements and community goals.
